The packaging suggests (but does not recommend) python3-pydrive. Which means it isn't installed by default when you install deja-dup. (Which I believe is done so that python3-pydrive doesn't have to be promoted to main.)
But the packaging does also set it up so that Deja Dup *should* have offered to install python3-pydrive when you tried to back up and it wasn't installed... So that looks like the bug here.
