  Ubuntu is supposed to show a browser popup window when a user connects to a 
network with a "captive portal". The popup window makes it easy for the user to 
log in or accept the user agreement.

  This popup window was broken and doesn't currently show up in Ubuntu
  22.10.

  There appears to be a reliability issue with Ubuntu's default network

  After an upgrade from Ubuntu 22.04 to 20.10 NetworkManager no longer
  recognizes captive portals.

  Attempting to run /usr/libexec/gnome-shell-portal-helper produces this
  output:
