Title:
WiFi captive portals stopped working after Kinetic upgrade

Bug description:
Impact
------
Ubuntu is supposed to show a browser popup window when a user connects to a
network with a "captive portal". The popup window makes it easy for the user to
log in or accept the user agreement.
This popup window was broken and doesn't currently show up in Ubuntu
22.10.
Test Case
---------
Complete Test Case 3 from
https://wiki.ubuntu.com/DesktopTeam/TestPlans/GNOMEShell
What Could Go Wrong
-------------------
This fix is included in the upstream gnome-shell 43.1. For more information
about this update, see LP: #1997481
Other Info
----------
There appears to be a reliability issue with Ubuntu's default network
connectivity provider, which will cause this popup to show up much more
frequently than it ought to. See
https://discourse.ubuntu.com/t/network-manager-connectivity-check-problem/26729
Original Bug Report
-------------------
After an upgrade from Ubuntu 22.04 to 20.10 NetworkManager no longer
recognizes captive portals.
Attempting to run /usr/libexec/gnome-shell-portal-helper produces this
output:
(process:166068): Gjs-CRITICAL **: 19:25:08.053: JS ERROR: ImportError: No JS
module 'fileUtils' found in search path
@resource:///org/gnome/shell/portalHelper/main.js:13:30
@<main>:1:14
This may be normal because of the environment, but it is the best I
have to go on now.
