Did you upgrade from a previous Ubuntu version? (bug 1963264) Try this:
cd ~/.cache
rm -rf gstreamer-1.0
Otherwise, please run:
apport-collect 1998041
to provide more information about the machine.

Bug description:
gnome screencast recording doesn't work on ubuntu 22.04.1 wayland.
Steps:
1 logout/login
2 start screencast (either via prtsc, or via ctr-alt-shift-r)
3 do something
4 stop screencast
=> no file written
5 repeat step 2
=> nothing happens
