Thanks for the bug report. It appears you need to toggle the color
selection to get it to apply to the "toolbox" (aggregate menu):

Settings > Appearance > Style > Color = change values

Title:
  Dark mode not working correctly

Status in gnome-shell package in Ubuntu:
  New

Bug description:
  Version of Ubuntu: 22.10
  Package: X.org
  Expected to happen: Toolbox on the top right corner should stay in dark mode 
all the time.
  What happened instead: When accessing appearance options at config menu, the 
toolbox on the top right corner goes white, not corresponding with the dark 
mode selected on the config menu.
