I can confirm the existence of the bug and that applying the linked
upstream commit (three lines added to the xdg-email shellscript) fixed
the problem for me.

  xdg-email fails to execute thunderbird.desktop properly

  Confirmed

Bug description:
  Kubuntu users who use thunderbird as their default mailer will not be
  able to open mailto: links in html pages.   This appears to be a KDE-
  specific bug from the notes upstream.

  This issue has been fixed upstream, but the fixes are not yet in:

    ii  xdg-utils      1.1.3-4.1ubuntu3~22.04.1 all          desktop
  integration utilities from freedesktop.org

  The upstream commit is:

  I verified that the changes in the /usr/bin/xdg-email script listed
  above address the issue.

  After applying the code changes, chrome is now able to open mailto
  links to launch thunderbird.
