This is a regression of
https://bugs.launchpad.net/ubuntu/+source/xorg-server/+bug/1580123
It was fixed in xserver-1.20 but now in xserver 21.1.3 the bug strikes again
xrandr --scale confines mouse to the native resolution, it can be reproduced
doing:
xrandr --output HDMI-1 --scale 2x2
The screen HDMI-1 will double scale (ie to match a fullhd monitor to
other 4k monitors), but the mouse will be confined to a quarter of the
screen.
