The issue is in fact due to bug #1991606 and fixed with the lunar-
proposed version of devscripts

Bug description:
Installing missing "translations or writing aids" crashes the gnome-
language-selector app.
I have attached a recording (sorry should have had capture cursor on)
and relevant stack trace from journalctl.
