Public bug reported:

Night Light doesn't work when the monitor's colour profile is disabled
in Settings. This has been happening for a while now and just confirmed
in mutter 44.0-1ubuntu1 too. I have to enable a colour profile before
the Night Light toggle is honoured.

Similarly, once enabled I can't turn off Night Light unless the colour
profile is enabled.
