gnome-shell-extension-prefs doesn't need to exist. It only provides
wrapper scripts to launch org.gnome.Extensions from gnome-shell-common.

To further demonstrate the point, you don't even need 'gnome-shell-
extension-prefs' installed to launch the app:

  gjs /usr/share/gnome-shell/org.gnome.Extensions

Is there a good reason why the desktop file and wrapper scripts exist in
a separate package to the app itself?
