Here is a reason you might want to rank this bug higher than the current
"low" rank.

People may navigate into read-only data via links or favourites or the
"back" navigation so it might not be apparent what is read-only. It is
conceivable that not all applications indicate read-only data, or
indicate it in a prominent way for visually impaired people or tired
people who are not visually impaired, so the user might waste some time
modifying it. Even though saving to a different place preserves work,
it's annoying and annoyance is disruptive to work.

They might want to make changes to a similar or identical file elsewhere
so padlocks should be visible on all directories that should have them.
That way the user knows as early as possible to direct his attention
elsewhere.
