Firefox does not open when clicked -- first time

Bug description:
When clicking Firefox starter in the side bar, the browser does not
load. The cursor changes into a running action but nothing happens.
Close with the drop down menu and click the starter again does open
the Firefox browser. First attempt to open the browser is failing.
