Caps Lock Light not turning up during 16.04 LTS install

Bug description:
when installing ubuntu 16.04 LTS server after the graphical select what to
install screen the caps lock key does not toggle the caps lock light on the
keyboard when pressed but it does toggle caps lock.
in ubuntu 12.04 the caps lock light worked as expected during install.
