By default, Ubuntu should be installing all the campaigns so that Wesnoth does not appear to be a mostly empty, incomplete game. I tested this on Ubuntu 23.04, but has also been reported previously on Ubuntu 22.04 (https://forums.wesnoth.org/viewtopic.php?t=56927) as well as Ubuntu 20.04 (https://www.reddit.com/r/wesnoth/comments/kykq6l/error_no_campaigns_available_on_ubuntu/).
