  Ubuntu Budgie 19.04 randomly starts with wrong resolution and nVidia
  driver fails to load.

Bug description:
  Ubuntu Budgie 19.04 starts with wrong resolution (1024x768) when
  1920x1080 is the native resolution. When trying to manually start
  nVidia (418) control center it does not load. This happens randomly
  and most times the OS starts with correct resolution and nVidia driver
  loads properly. After a failure, log-out and log-in solves the
  problem.
