Bug description:
What happens when using a StarTech device (Product ID: USB3SDOCKDD)
with either the DisplayLink driver from StarTech's website (1.1.62),
or the latest from DisplayLink's website (1.2.65), is when I attach
the USB 3.0 cord to the USB 3.0 port on my laptop for the first time
after a reboot, open arandr, open the attached StarTech.sh file, and
click Apply, the Dell E2414Ht monitor VGA connected on the left is the
primary and the laptop display is the secondary on the right.
However, if I disconnect the USB cord, then reconnect, and then re-apply the
file, I get a pop up noting:

WORKAROUND: Restart the computer after disconnecting the USB cord.
WORKAROUND: Go to Applications > System Tools > System Settings >
Displays and make only the Dell monitor as On > click Apply > then
make the Built-in Display On > click Apply. This is the only way to
make the Dell monitor the primary, and the laptop the secondary as
there are no general options, and the app makes the Built-in Display
the primary by default, with no General options to change this.
