I can confirm that GNOME Shell's quick settings is no longer setting
this gsettings correctly for Ubuntu (which means that "Legacy" apps
won't honor the light/dark preference):

org.gnome.desktop.interface gtk-theme

As a workaround, please use the Settings app. Switch to the Appearance
page and set Default or Dark from that page.

  [Mantic] dark theme not applied on some apps

Bug description:
  GS 45 rc, latest up to date, Mantic

  When I apply dark theme through usual quick settings, some apps become
  dark (Firefox, Tweaks, System Monitor...) some do not (Synaptic,
  wxMaxima, NVidia settings...).

  Was ok some time ago in Mantic with GS 45.
