This issue appears to now be irrelevant due to gnome control center
using tecla to display layouts on Mantic's Gnome 45. Closing

Opening the keyboard layout for an input source on Wayland opens the
windows in XWayland. On a high resolution display with fractional
scaling enabled, the window's content is blurry making it hard to
discern certain characters in the layout.
Expected: Keyboard layout to open in a native Wayland window, with
characters crisp and legible
