Please delete this bug report. I fixed the issue by running chkdsk on the Windows side. It found errors that were fixed and the NTFS partition can now be mounted and read by Ubuntu. I still don't understand why Ubuntu 23.04 could mount and read the partition with the errors present but the issue is now fixed.
