Vanilla Ubuntu, but modified to be a "Rolling Release":
sudo sed -i 's/focal/devel/g' /etc/apt/sources.list
apt-get dist-upgrade

apt upgrade
Run in VirtualBox, with VBoxGuestAdditions.
I had a possibly similar bug minutes before: I installed
code_1.85.1-1702462158_amd64.deb of VS Code (from
https://code.visualstudio.com/docs/setup/linux), then I started VS
Code.
