Import iwd 2.13-1 (universe) from Debian unstable/testing (main)

Status in iwd package in Ubuntu:
  Fix Released

Bug description:
Please merge iwd 2.13-1 (universe) from Debian unstable (main)

  Explanation of the Ubuntu delta:

Carry forward previous Ubuntu specific changes.

  1. provide a network-manager configuration to make iwd the default backend
when installed
  2. build with --enable-wired to avoid functional compared to wpa
  3. disable lto, it's leading to a build issue

  [ Original Bug Description ]

A few versions have been released and Ubuntu Noble still has the 2.8 version
(2.8-1ubuntu1). Could it be possible to import the latest version from Debian
testing fixing a bunch of issues?
