Fixing by moving the wesnoth executable (with its desktop entry and
AppStream component metainfo) from the wesnoth-1.16-core binary package
to wesnoth-1.16 and changing wesnoth-1.16's hard dependencies on
campaign packages into recommendations, as discussed last month on the
debian-devel-games mailing list.

Ubuntu Software Center installs Wesnoth with only the tutorial
campaign

Bug description:
When installed via the Ubuntu Software Center, only the tutorial
campaign is available rather than all campaigns being available. By
default, Ubuntu should be installing all the campaigns so that Wesnoth
does not appear to be a mostly empty, incomplete game.
I tested this on Ubuntu 23.04, but has also been reported previously
on Ubuntu 22.04 (https://forums.wesnoth.org/viewtopic.php?t=56927) as
well as Ubuntu 20.04
