libclutter-1.0-common is recommended by libclutter-1.0-0 but is empty.

Bug description:
Gnome-control-center supposedly requires cheese libraries that require
libclutter-1.0-0 which requires libclutter-1.0-common.
libclutter-1.0-common has nothing but copyright and changelog data
that already exist in libclutter-1.0-0. This package due to being
recommended is included on the default and minimal installations. It
doesn't need to be recommended or even exist at all.
The Debian version list of files look like translations that were
automatically stripped for Ubuntu-

The project won't be changing much upstream, as it has been retired and
archived-
