Public bug reported:
In Ubuntu 22.04, disabling Tap and Drag in dconf has no effect. The
setting is changed in dconf, but the change is not propagated to
libinput which is used by wayland.
Steps to reproduce:
1. Set tap-and-drag to false using dconf
$ dconf write /org/gnome/desktop/peripherals/touchpad/tap-and-drag false
2. Verify that tap-and-drag has been set to false in dconf
$ dconf read /org/gnome/desktop/peripherals/touchpad/tap-and-drag
false
3. Verify that tap-and-drag has not been disabled in libinput
$ sudo libinput list-devices
Device: SynPS/2 Synaptics TouchPad
Kernel: /dev/input/event5
Group: 8
Seat: seat0, default
Size: 104x68mm
Capabilities: pointer gesture
Tap-to-click: disabled
Tap-and-drag: enabled
Tap drag lock: disabled
Left-handed: disabled
Nat.scrolling: disabled
Middle emulation: disabled
Calibration: n/a
Scroll methods: *two-finger edge
Click methods: *button-areas clickfinger
Disable-w-typing: enabled

This one bug has forced me to switch back to Windows as using Gimp with
this feature turned on causes streaks across the image.
** Affects: gnome-settings-daemon (Ubuntu)
