Closing that ubuntu-desktop-installer report since the component is
deprecated. We aren't going to fix 23.10 installer bugs at this point
and Noble uses ubuntu-desktop-provision, feel free to reopen/reassign to
that component if that's still an issue with the noble beta image

Bug description:
Installing a non-english version of ubuntu with no network results in
the login screen displaying words like 'password' in english, and the
error message when inputting wrong password in english, and the
'users' button also in english. The clock however, is in the desired
language, as is everything after logging in.
