The --help command isn't very clear about this, but the feature does work when you put the "--working-directory" option BEFORE AN EXPLICIT " --window" option.
However, the tilde "~" symbol may or may not work, depending on the environment where the terminal is launched from. For example, I wanted to open a terminal at my home's desktop folder using a keyboard shortcut. I found that my window manager's keyboard shortcuts settings does not parse the tilde correctly, so my workaround was this: gnome-terminal --working-directory=/home/USERNAME/desktop --window Replacing USERNAME with the username of my own. I hope this clears the confusion for all gnome-terminal users hereon.
