It looks like upstream gnome-shell doesn't support accent colours on the dots(?). So while that could be improved for high contrast mode, it seems like most of the problem here might be in Ubuntu's custom gnome- shell patches.

Surprisingly, changing the accent color (as a more vivid color would help distinguishing it from the dunkel background) does not reflect the dots size for me, they are always blue.
