  "Administer the system" for new user requires reboot

Status in “dbus” package in Ubuntu:

Status in “gnome-system-tools” package in Ubuntu:

Bug description:
  UNR 9.04 (jaunty).  gnome-system-tools version 2.22.2-0ubuntu4.

  Create new user with "Administer the system" right.  Log out.  Login
  as new user.  Try to use "Users and Groups" tool.  Fails.  Reboot
  system, login as new user.  Succeeds.

  Also, the new user creation dialog is confusing: it asks whether the
  new user should be a user or an administrator, but I couldn't figure
  out what "administrator" meant.  And there's no indication from the
  existing user (or root) properties to suggest whether they're
  administrators or not.
