Close the Active Screen Edges, windows can still be resized after
dragging them against screen edges

[Steps to reproduce]
1.Install 24.04
2.Click Settings -> Multitasking -> General, close Active Screen Edges
3.Drag windows against screen edges, check the size of windows

[Expected result]

The windows will remain the same size after closing Active Screen Edges.

[Actual result]

Close Active Screen Edges, windows will still be resized after dragging
them against screen edges.
