Something I've discovered so far:

If the monitor is scaled up it has a chance that the active region and
the background drawing region is unchanged, causing glitches like broken
shadow, as well as unclickable UI elements outside the original box.

This might have something to do with detecting changes of the window
dimensions due to scaling.

  Issue description:
  When the gnome-initial-setup launched, if user changes the scale 200 -> 400 
or 100 -> 200.
  There is some garbage on the edge of the window.

  The issue is not seen if we login in wayland session.
