Reopened. Still happening on Oracular using a Zenbook S 13. Putting the
screen to sleep didn't fix it, but putting the whole machine to sleep
did fix it.

This reminds me of a (cursor timers) fix that went into Mutter in the
last couple of months which I will need to find...

Title:
Very high touchpad cursor latency, sometimes after resuming from sleep

Status in mutter package in Ubuntu:
  New

Bug description:
Sometimes when I wake a laptop from sleep the mouse cursor lags behind
the touchpad by a long way. It feels like I'm pointing with a long
  wobbly stick.

This doesn't happen often enough to be a big problem, but last time it
did I found I could fix it by locking (Super+L) and then unlocking the
screen again (leaving it locked for long enough for the screen to
  actually turn off).
