You can uninstall plymouth-theme-ubuntu-text if you want. It is only a
Recommends.

I have retitled this bug since we're not going to stop packages from
being built with PNG support; however,  maybe we can evaluate whether we
need to have a Plymouth theme in ubuntu-standard.

Bug description:
  Ubuntu server cloud images include libpng by default. This is
  unnecessary and poor practice. It wastes space and poses a security
  risk.

  Looks like it is installed because "ubuntu-standard" recommends
  "plymouth-theme-ubuntu-text" which depends on "libplymouth2" which
  depends on "libpng12-0".

  The description for "plymouth-theme-ubuntu-text" is "graphical boot
  animation and logger - ubuntu-logo theme". This is obviously
  inappropriate for any server image, and especially for a cloud-based
  server image.
