That link seems to be broken due to non-ASCII characters in the filename
(actually that's just a bug in Launchpad itself). But we probably don't
need to see it...
Desktop "Sharing" means to share a desktop that already exists. And
while there's no monitor plugged in, the system doesn't know what
resolution the desktop should be. So it doesn't exist during that time.
If you want something that exists without monitors connected then that's
a virtual desktop. GNOME can do virtual desktops with something like:
gnome-shell --headless --virtual-monitor WIDTHxHEIGHT
but I don't think there's a nice way to set that up in the Settings GUI.

3. Desktop Sharing is on and I login via Windows App on OSX. The
computer is connected to a display via HDMI.
When I unplug the HDMI cable it should not terminate the remote
desktop share session.
4. Unplugging the HDMI cable from the computer causes the remote
desktop share to close immediately. As soon as I plug the cable back
in I can reconnect. Unplugging the cable from the display instead of
the computer has the same problem.
Turning off the display doesn't cause any problem.
Unplugging the cable does not cause a logout. When I plug the cable
back in the user is still logged in.
