To reproduce:
1. Set custom icon theme, for example:
gsettings set org.gnome.desktop.interface icon-theme 'Yaru-blue'
2. Go to Settings -> Appearance
Expected: nothing happens unless settings are updated by the user.
Actual: settings are updated without user interaction: icon theme is changed
to Yaru.
