Testing with:
* gnome-control-center 1:47.3-1ubuntu1
* mesa 24.2.8-1ubuntu1~24.10.1

Inside the nested gnome-shell, I changed the resolution to 1600x920 and enabled 
the Fractional Scaling toggle.
The buttons for scaling 100%, 125%, 150%, 175% showed up: selecting each one of 
them and clicking "Apply" resized the nested gnome-shell window accordingly.
Then turning off the Fractional Scaling toggle and selecting "Apply" also 
worked to restore the original dimensions.

I have not encountered the regression mentioned in the "Regression
potential" section; in facts at lower resolutions the buttons for
scaling 100%, 125%, 150% etc... did not show up as options.

  When running gnome-shell in a nested compositor, it's not possible to
  test fractional scaling toggling by using g-c-c

  # Test case

  Run:
    env XDG_RUNTIME_PATH=/tmp/g-s-runtime HOME=/tmp/g-s-home dbus-run-session \
     gnome-shell --nested --wayland --unsafe-mode

  1. In the nested session run settings and go to display settings.
  2. Enabling fractional scaling should work:
     fractional values should be show once picking a valid resolution such as 
1600x1920
  3. Toggling it back should work too.

  Fractional scaling can be enabled when not supported
