Inside the nested gnome-shell, I changed the resolution to 1600x920 and enabled the Fractional Scaling toggle. The buttons for scaling 100%, 125%, 150%, 175% showed up: selecting each one of them and clicking "Apply" resized the nested gnome-shell window accordingly. Then turning off the Fractional Scaling toggle and selecting "Apply" also worked to restore the original dimensions.
