I am suffering from the same problem on two PC's that I recently updated to LTS 24.04. However, there is a third PC that is connected to the same domain that is still running Ubuntu LTS 22.04. On that computer I can access Settings > Users perfectly fine to change my profile image as well as the password. So this shows, it has been working in the past. Maybe this info helps...
