  libpcap0.8-dev is marked Multi-Arch: same but has a file conflict

Bug description:
  libpcap0.8-dev is marked Multi-Arch: same but the /usr/bin/pcap-config
  file is causing a conflict.

  To reproduce this bug, run the following command in Ubuntu 23.04:

  # apt-get install libpcap0.8-dev:i386 libpcap0.8-dev:amd64
  [...]
  Unpacking libpcap0.8-dev:amd64 (1.10.5-1ubuntu1) ...
  dpkg: error processing archive 
/var/cache/apt/archives/libpcap0.8-dev_1.10.5-1ubuntu1_amd64.deb (--unpack):
   trying to overwrite shared '/usr/bin/pcap-config', which is different from 
other instances of package libpcap0.8-dev:amd64
  dpkg-deb: error: paste subprocess was killed by signal (Broken pipe)
  Errors were encountered while processing:
   /var/cache/apt/archives/libpcap0.8-dev_1.10.5-1ubuntu1_amd64.deb
  E: Sub-process /usr/bin/dpkg returned an error code (1)

  Notes:
  * This prevents Wine developers from building both the 32-bit and 64-bit 
versions of the wpcap dll on Ubuntu, thus limiting their ability to work on 
32-bit Windows applications.
  * The Debian libpcap0.8-dev 1.10.5-1 packages don't have this issue. So it 
seems like a fix is at hand.
