  libtheoraenc1 is marked Multi-Arch: same but has a file conflict

Bug description:
  libtheoraenc1 is marked Multi-Arch: same but the changelog.Debian.gz
  file is causing a conflict.

  To reproduce this bug, run the following command in Ubuntu 25.04 (e.g.
  current ubuntu:devel container):

  # apt-get install libtheoraenc1:i386 libtheoraenc1:amd64
  [...]
  Unpacking libtheoraenc1:i386 (1.2.0~alpha1+dfsg-5) ...
  dpkg: error processing archive 
/tmp/apt-dpkg-install-XyKSck/29-libtheoraenc1_1.2.0~alpha1+dfsg-5_i386.deb 
(--unpack):
   trying to overwrite shared 
'/usr/share/doc/libtheoraenc1/changelog.Debian.gz', which is different from 
other instances of package libtheoraenc1:i386

  Strangely the difference comes from the command to get the old changelogs: 
libtheora*e*nc1 vs libtheora*d*ec1.

  Notes:
  * This breaks multiarch support in the GStreamer packages. In particular this 
prevents Wine developers from building both the 32-bit and 64-bit versions of 
Wine, thus limiting their ability to work on 32-bit Windows applications.
  * This issue is new in Ubuntu 25.04 (i.e. it's not present in Ubuntu 24.10 or 
24.04.1 LTS).
