You can change the height indirectly if you're willing to make the
interface text smaller:
gnome-tweaks > Fonts > Preferred Fonts > Interface Text

Bug description:
On a 1080p screen (scaling: 100%) the top-bar size of 2.5em feels
distracting.
A reduction to a 2em-ish bar seems more reasonable.
This might greatly improve the "feel" of Ubuntu's (and GNOME's) quite
excellent User Interface in my mind.
