This sounds like a known issue with Chrome and Chromium not implementing
startup notifications. That may also affect any app built with Electron.
Can you find any GNOME apps that are affected? And can you provide a
screenshot or photo of the problem?

Right after starting my computer, if I hover the mouse over the dock,
it displays the circular "loading" icon. This state persists for 5-15
seconds. During this time, if I click on an application to open it, it
sometimes won't open.
