when prompted to restart to finish installing updates and select
settings implies driver changes when I didn't change any drivers.

Bug description:
When prompted to restart your computer to finish installing updates
click settings than additional drivers I get a string "You need to
restart the computer to apply the driver changes " but I have not
changed to any proprietary drivers So why is it telling me about
driver changes when I have not changed any.

I expected not to be told of driver changes from applying non driver
updates instead I got to a hidden away string that is false in this
corner case as shown in the screenshot.
