I have attached a video illustrating this issue which explains there is
the bug.

My conclusion: There is a bug in Ubuntu-Settings --> Ubuntu Desktop.
When this GUI appears, the 2 toggle switches are hidden. Then toggling
the corresponding 2 switches in Extension Manager actually temporary
fixes the issue in Ubuntu-Settings but once Ubuntu-Settings is closed
all the previous fixes and settings for these two toggle switch are
lost.

This issue occurs only when the toggle switches are in the "ON" state
and would not happen if they are toggled to the "OFF" state.

Title:
  Settings -> Ubuntu Desktop: Toggle switch for the Desktop Icons and
  the Dock are missing

Status in gnome-control-center package in Ubuntu:

Bug description:
  In the `Settings -> Ubuntu Desktop`, you will notice that `Enhanced
  Tiling` has a toggle switch to enable/disable the `Enhanced Tiling`
  feature. However, such a toggle switch is missing for the `Desktop
  Icons` and the `Dock`. Especially for `Desktop Icons`, it is
  inefficient planning to make a user call up another app/extension
  called `Extension Manager` to toggle `Desktop Icon NG (DING)` so as to
  enable/disable the appearance of icons in the Desktop.

  This latter process is also non-intuitive; its causes users to have to
  search around for such a feature. Most users would just search within
  `Settings` to achieve this and would not know that they have to call
  up a non-Gnome or non_Ubuntu extension to activate such a simple and
  commonly used feature.

  I hope such a fix can be implemented for `Settings` in Gnome >=46 and
  for Ubuntu 24.04.

  Previously, I had reported this issue to Gnome-Settings,
  https://gitlab.gnome.org/GNOME/gnome-control-center/-/issues/3527, and
  was informed that Ubuntu's package maintainer has to resolve this
  issue.
