Desktop file missing for RISCV

Bug description:
The RISCV build is missing a launcher.
The late desktop repackage step was disabled because it happened at
the very end of the snap build and screwed it up by failing to pull
something from the Internet.
Investigate if that can be placed earlier in the build process.
