I believe this was "fixed" with Epiphany 3.3.4 which no longer supports
a home page setting. A future version of Epiphany is supposed to have a
fancy new tab page (similar to Internet Explorer 7+ or Gedit 3.3 with
the new dashboard gedit-plugin activated).

I've noticed that when loading epiphany, the default page is set to
file:///usr/share/ubuntu-artwork/home/index.html, which doesn't seem
to exist.
I guess the best thing to do would be to set the start page to
start.ubuntu.com
