Public bug reported:

Description:
When I open the "Appearance" section in the GNOME Settings application
(gnome-control-center), my currently active custom icon theme is immediately
reverted back to the default "Yaru" theme.

Steps to Reproduce:
- Set a custom icon theme using a tool like GNOME Tweaks.
- Confirm that the icons have changed system-wide.
- Open the main Settings application.
- Click on the Appearance tab in the left sidebar.

Expected Result:
The custom icon theme should remain active, and the Appearance settings page
should load without changing it.

Actual Result:
As soon as the Appearance tab is clicked, the system's icon theme is forced
back to the default "Yaru" theme.

Additional Information:
-Ubuntu Version: [Ubuntu 24.04 LTS]
