As far as I can tell, this is missing an upload for plucky. If it is
fixed there already, please explain.

Toggling the privacy screen from control center has no effect

Bug description:
[ Impact ]
If privacy screen is supported by the hardware, it's not possible to
toggle it from settings.
[ Test case ]
In gnome-control-center:
- Go to Privacy & Security -> Screen lock -> Screen Privacy
- Toggle the: "Restrict Viewing Angle" option
Ensure that:
1. The privacy screen on the display has changed state accordingly to the
option
2. Repeating the operation works
3. The setting is adjusted when the privacy screen is toggled using the
key-binding
Then:
- Set the value to ON (or OFF) from Settings
- Log out
- While on GDM or tty toggle the privacy screen using the hotkey
(so should be OFF or ON, the inverse of the previous state)
- The privacy screen should be restored to ON (or OFF) - so back
to the previous state
- The Setting toggle should be as it used to be before the logout
[ Regression potential ]
The code changes only affect specific machines with this feature, and
no other core functionality will be affected by this.
There is the remote risk that toggling the setting may lead to
unwanted screen redraws.
