Bug description:
Just tried to change Regional format to russian. Error occured.
Also i installed russian language pack in "language" tab of "Language
support" app. And i can't choose it.
Name of russian language is grey and inactive, a can't click on it. Just like
i can't click on english for Canada, UK, etc.
