English is my first language and I've done my best to re-read the problem description here. I think it is comprehensive enough to reproduce the issue.
In point form: o Have an open Empathy chat window. o Tell the window to remain visible on all workspaces. o Double click the Empathy contact list to begin a new conversation with a *different* contact. o Switch workspaces. My best guess would be whenever a new tab is added. It would be nice if this setting would stop being forgotten every time I add a chat as it's forcing me to re-pin the window each time. Also what would be nice would be if pinned windows retained their pinning preference after being closed for when they next open. Part bug, part feature. But definitely a bug.
