Jim, no other distro uses the lpi addon to add the extra help entries (Get Help Online, Translate this Application, & Report a Problem) so this is Ubuntu-specific.

(After all, it's a pretty good help viewer these days, and the help pages are awesome). This menu item should either lead somewhere cool (such as http://ubuntu.com/support) or not exist.
