I cannot reproduce this in precise (12.04). Can you post what version
of image viewer you have by running "apt-cache policy eog"?

Changing wallpaper with Gnome Image Viewer
Status in “eog” package in Ubuntu:
Incomplete
Bug description:
Go to a folder with images.
Open one image with gnome image viewer.
Right click and choose set as wallpaper.
The wallpaper changes.
Click next to get to next image in gnome image viewer
Right click and choose set as wallpaper.
Nothing happens.
I'm using Ubuntu 11.10 64-bit.
