I'm currently stuck in the state described. I can quit/close whatever window is on top, and it'll take me to the next window. That's how I got to this browser window. The keyboard focus works, but the mouse clicking doesn't do anything, even tho the mouse pointer works fine. I had to tab thru all the links on this page to get to this text field in order to type and paste stuff into it.
I found a clue, when this bug hit, I had emacs on top that I had launched from Terminal.
